Nicolas Cage plays a New York City cop who wins $4 million in the New York State Lottery in this fresh romantic comedy about money and true love. The rub is, he's married to a money-hungry woman (Rosie Perez). Just to make matters worse, on the day before the lottery drawing, Cage promises half of his winnings to a down-on-her- luck waitress (Bridget Fonda), much to the chagrin of Perez.      Perez gives a great over-the-top performance, and there is great on-screen chemistry between Cage and Fonda. Actually there's great chemistry between Perez and everybody. It Could Happen To You, (which needs a better title, by the way) is a wonderful story that provides big laughs as it examines human nature and truth.
